Previously, to create a Yandex account without VAT, it was enough to specify another country and download a photo of your passport from the Internet. Now the situation is the opposite. Yandex has a department that checks documents and data when creating each account without VAT.

To create you will need:
- Photograph or scan of passport/driver's license of a foreign citizen;
Additionally, you may need:
- A photograph or scan of a second document confirming your identity (this can be any official document with your first name, last name and photograph, such as an identification card or passport);
- A photograph of the front side of the foreign card with the first and last name of the document owner, where the first 6 digits and the last 4 digits should be visible;
- A photo of the person for whom the Yandex account is being registered, holding documents in hand;
- Proxy, Dedic or other means of anonymization (if you create an account from Russia or Belarus).
Note : We do not recommend using documents obtained from the Internet. This may lead to blocking of the account and money on it. Details at the end of the article.
Instructions
- Preparation.
This step is only required for those creating an account from Russia, Belarus and Ukraine.
Yandex automatically determines your country by IP. If the account was created from the Russian Federation or Belarus, then this may cause additional problems when checking documents. Therefore, we recommend disguising your IP address, preferably for the country for which you are creating the account. - Register a Yandex account
Go to the site yandex.com
Fill in all fields in English. It is better that the First name and Surname match the first and last name in the documents. You do not need to link a mobile phone. Click “I don`t have a telephone number”, choose a security question, write the answer (preferably in English), enter the captcha and click “Register”.
On the next page, click “Skip” - Register a Direct account Go to the site direct.yandex.com
Click “Get started”. On the next page, select the country (in our example, USA), check the box next to “I accept” and click the “Start using the service” button. It is not necessary to enter your email on this page.
On the next page, click “Create campaign” - We create an advertising campaign
I do not recommend creating an advertising campaign for your site and region right away. During verification, campaigns may also be checked, so we will use the site and targeting the account country. In our case, this is an American site and targeting America (ideally, find an American site with products that can be bought from Russia and enable targeting Russia, this would explain why a US resident registers in Direct, but most accounts pass verification without this).
On the first page, select the region. In our case, it is “United States”. Other settings are optional. Click “Next”.
On the next page all the settings are as desired. Click “Save”.
On the last page, fill in “Ad Title” (Heading of our ad), Ad text (Description) and indicate a link to the American site. The remaining fields are optional. Click the “Save” button.
Our company is created.
Note : If a window with a captcha appears several times in your Direct account, it means that the Yandex algorithm has marked your account as “suspicious” and will almost 100% likely require additional confirmation of your identity after sending the first documents. This most often happens if you use public proxies or other “poor-quality” means of anonymization. - We are sending the campaign for moderation
Click “Send to moderation”. Then agree to the user agreement by selecting “Accept” and click “Order”. Moderation usually takes from several hours to a day.
If your campaign is rejected, we correct the errors and send the campaign back for moderation. - We send documents
Go to the main tab “My campaigns” and click “Top up” and “Issue an invoice”. It is not necessary to change the amount, we will not top up the account now.
Scroll down the page and fill in all the fields (the more fields you fill in, the greater your chances of passing the check). Under the fields, select “Choose file” and upload a photo of your passport or driver’s license. The information filled in must match the information in the documents.
When all fields are filled and the document is uploaded, click “Select”. You will be transferred to the “Checkout” page. The data and documents have been sent, no further payment is required. We can close the site. - We are waiting for the verification to be completed.
The inspection should be completed within 3 days, but it often takes longer.
When the check is complete, you will receive an email with the result. If you are lucky, you will receive an email stating that the account has been checked and is ready to work. But recently, even if everything is done correctly, you will receive an email asking you to send a second document identifying the payer (this is the most common option) or a request to send a photo of the card you plan to pay with (the card must be from a foreign bank and in the First and Last Name of the owner of the documents).
If the inspectors have any doubts, they ask to send a photo of the person holding the documents in their hands or immediately reject the application without explanation.
If it's rejected, then arguing is usually useless. It's easier to create a new account.
If you haven’t screwed up anywhere and have passed all the checks, you will receive a letter about completion.
Congratulations, you have created a Yandex Direct account without VAT and can proceed to uploading campaigns and replenishment without VAT.
Why shouldn't you use documents obtained on the Internet to create Direct without VAT?
If you found or bought documents on the Internet to register an account, then sooner or later these documents will end up in the hands of someone else who will also try to create an account with them or, even worse, try to gain access to your account through support.
There can only be 1 active VAT-free account per person. If this person who received the documents registers a new account, your account will be frozen until further evidence is provided.
